The RXV1065 has no 4K video capabilities of any decription so if scaling content up to 4K then it would not be able to be passed through the RXV1065. Also not that there's never been version 1.5 of HDMI and the cables wouldn't be classified or identified using version numbers anyway. Any high speed HDMI cable would be suitable.

Depending upon the type of 4K content then you'll either need at least a receiver with HDMI version 1.4 or if dealing with UHD 4K content then a new HDMI version 2.0 or 2.0a equipped AV receiver with HDCP 2.2 compliance.

There's no point scaling anything up to 4K if you've not a 4K TV. You cannot view 4K content without a display that can display 4K.
