I have to get a new laptop budget max £700 -

must be 15.6"

1080 would be nice but not a must

8GB RAm min

used mostly internet, FM, photos, linked to TV to play video.

Doesnt need to be mega skinny but dont want a brick

Do you require Blu-Ray? not that important.

Do you require HDMI output? yes

Would you be happy with a refurbished laptop? yes

I have spent ages looking and come up with the following.

Both PC Specialist and the Sony website have configurable laptops. You might want to try them if you want to design it yourself.

I like the pc specialist site but its a bit overwhelming.
which base unit would you suggest i start with? 15.6" UltraNote or 15.6" Enigma IV am i right in thinking the ultranote doesnt have space for a cd/dvd drive

The Ultranote doesn't have an optical drive. Generally ultrabooks are slim and don't have optical drives though a few do if that's important.

This isn't too bad as it's under your budget and has an i7 processor:

If you go for the Enigma IV if it was me this is what I'd do.

Up the processor to at least an i3.

Up the memory to at least 4GB.

Up the display to 1080 as you wanted that.

This still gives you about £100 to either add Office, or up the memory to 8GB or increase the HDD space or add Blu-ray or whatever else.

I will also add I did get a laptop from laptops direct a while ago and had no problems with them.

been having a good look at the pc specialist site but i just cant justify the cost. For the same money as a i7 1TB 8gb ram Acer i would be getting an i3 with 250gb and only 4gb RAM. Doesnt really make sense does it?
