How are you accessing Netflix? If via a TiVo then you only get the 10Mb allocated to the TiVo's own onboard modem. Your BB package doesn't effect the bandwidth allocated to the TiVo.

Netflix effectively only needs 5Mb in order to facilitate a 720p stream, 7Mb for 1080p while 12Mb per second is recommended if wanting to view 3D content.

We have had 3 devices streaming Netflix at home on our 60 meg connection (WDTV live box and two iPads over wifi) with no issues at all.
I do find that sometimes Netflix can be a bit slow but ive never put it down to VM

Then the speed allocated to Netflix is limited to what is set aside for apps on the TiVo box. Your internet bandwith isn't used and the app is using the 10Mb allocated to all VM TiVo users irrespective of whether they have a VM BB package or not. Netflix don't stream above 15Mb anyway and this is only required if using the Super HD option.
