i'm planning to get a pair of minipods for my computer.
what amplifier should i get?
Anything decent really- good stereo integrated amps- Rotel, NAD.
Do you want stereo only or multi-channel audio? (Pro-Logic/DD/DTS)
i want multi channel but for now i'm just gonna have two speakers
rotel rsx 1055 <- SO EXPENSIVE....
how is the yamaha v640 / v540 ?
Yamaha's are OK, should do for a PC setup. Go for the 640- even though the 540 is good enough- the lower end Yamaha's don't tend to cope well with low impedance speakers. The Minipods are 4 Ohm nominal, so could be a tricky load with lower quality amps.
Regarding the Rotel; I was talking about stereo integrated amps. These are quite affordable. The Rotel AV amps are quite expensive, as you've found out.
do i need an amp or a receiver between my PC and the speakers?
can you recommend some under $400 both stereo and multi??

Yeah you'll need a AV Amp between the PC & speakers. There are lots of models to choose from, IMO Yamaha are probably the best starter AV amps.
