If my mates laptop can do 1920 x 1080 resoloution with the screen size been that of like a widescreen 17inch monitor, Why are the smaller TVs say 23" etc so rare to get higher resolutions and so expensive??

It's 50% more pixels for a start, but more importantly; the processing is expensive, as you need a lot more to drive a 1080p screen well than a 720p one.
