    Unless you already have pre-skylake parts I would definitely go Skylake for the DDR4 capability.

    The setup looks fine, id sack off the DVD drive and pickup a 3rd party cooler (evo 212 or Seidon 120v are good for the money)

    Seeing as your buying all new parts, Skylake might be a good way to go, the prices of Haswell and Skylake are near enough the same these days assuming DDR4 is going to be around for a while, you'll have parts you can use on your next build. If you stick with Haswell, the i5-4690 is a popular choice.

    Dont forget to factor in cost for any spares as well, stuff like cables, fans and cpu coolers that kind of thing.. all adds up.
