Lighting question

I was wondering what the 'ideal' amount of lightning is for a particular subject actually is. I will be filming some interviews in the evening, so we'll be using entirely artificial light. If I was to go down to B&Q and pick up a couple of 500w outdoor halogen floodlights, could I use these?

In fact, thinking about it, I need a 500w 'key' light and a 250w 'fill' light. My video camera has a shutter speed 1/50 and an exposure of F1.7 maximum. I want the gain to be 0db or 3db max. Is this enough light for this? Is there some way I can work out the amount of light required?
