When you buy an LCD you need to make sure they have some kind of "dead pixel guarantee". If so many pixels die within a certain amount of time you can get a replacement for free.

Ive been using LCDs for a while and havent had any problems. Sure pixels die, but its hardly noticable.

Other things to watch for in an LCD are the conections (DVi-i and DVi-D, as well as VGA) and the resolution. New models should offer 1600X1200 and even go as high as 1920X1200.

Also response time is important. less than 10ms is best. Usually you get 12ms or even 18ms.

Dell make some good LCDs with high res and good prices. (24")

Aria offer a dead pixel check but they charge £19.99 for it Aria - I went for this option when I recently bought a 19" lcd from them but note it's only for the first 48 hours as pixels can go at any time.

I personally don't know any other places, I bought a Viewsonic from Ebuyer after buying my Hyundai from Aria. The 17" viewsonic from Ebuyer arrived with no dead pixels but they don't offer a guarantee so it's pot-luck with them.
Once I'd bought the 19" Hyundai for my games computer I realises just how poor my work computer monitor was (blurred text almost) and ended up getting the 17" Viewsonic VP171s for work.

I've never seen an LCD device develop dead pixels. Its only an issue if it has some out of the box.

I had a stuck pixel on my lcd screen on my laptop. A fairly vigourour rub a soft flat object such as a headphone bud usually sorts it out and pops it back into place. I don't know about dead pixels though.
