Launching video players from command line to play from specific location (timestamp)

I need to launch a player from Windows command line to play back a video file from a specified location (e.g. a timestamp in seconds) instead of from the beginning. Can any of the "mainstream" media players – WMP/Quicktime/Realplayer – do this? If so, how?
