Large wire satellite -Advice

I'd only be bothered if there was any danger of it damaging my property..

Yes, that's a hexbeam as used by some radio amateurs for shortwave (HF radio) work. It wouldn't bother me provided it's safe/secure.
I do have planning permission for my 1.8 metre satellite dish (2m high and 1.8m wide) and my 30 foot ham radio tower with various VHF/UHF/microwave aerials on it. I don't do any HF work - I call the shortwave bands the "DC bands" :)
 
Judging from the roof eves on the photo it's at quite an angle to the window rather than directly in front of it.

Why not talk to your neighbour? You may find it's a temporary install for testing or a contest. They may be horrified they have upset you... They may invite you in so you can see what they do. You may love it and have you're own setup soon. :rotfl:

The state of your shed roof and the number of surrounding houses are more of an eyesore to me, but each to their own...
