My mother owns a JVC AV28T77SK which is 1.5 years old.
She reports that sometimes the normal picture disappears and a plain blue screen appears. She changes channel and the normal picture resumes.
    Any suggestions?

The set will show a blue screen if the aerial signal goes missing.

It could be an aerial problem or a fault in the tuner in the set. Go into the menu system and disable the "Blue Back". This will switch off the blue backgound and let you see exactly what the set is receiving whenit fails.

Would you believe it? The SCART plugs were loose.
