Is it possible to hook a Freeview box to a dell PC 15" LCD monitor via a JS RGB to VGA converter, and still get a watchable picture or will the dell not sync to it?

Most LCD monitors start at 30kHz for horizontal line frequency and therefore wont lock to a 15kHz video signal. Some LCD screens do go down to 15kHz but these tend to have video inputs (composite/S-Video) on them as well

A Pro-v will do what you want, you can feed it s-video, which a lot of freeview boxes can output.
