ITV 1 on Ebay box and card

Hi there
I have bought an Amstrad digibox and card on ebay.
It works fine but won't unlock any of the ITV regions
or 103. It says Call the broadcaster to upgrade your
subscription.
I bought this becasue the card is a new generation card with the house logo on it.
I naturally thought that this would be ok for ITV - am i right in assuming that ITV is now part of a subscription package only now ?

Just to inform that after leaving the box on for a few hours the channels have now cleared including channel 4 and 5.
