Yes it is in colour.

Colour, but possibly the wrong colour. Its one of the main things people on the Hammer forums have been arguing about! I think it looks fine.

Colour I have seen it both in the cinema and have it on DVD, I should know probably has my all time favorite scene near the end of the film.

I watched the new blu last night, the inside pq is ok but there is something
not quite right about outside shots also sometimes you would think you are
viewing a DVD.
Also i think the colour re faces looks better in the extras.

The evidence suggests that the colour is fairly correct and that the colours we're used to are not. Difficult to be 100% certain, though. Plenty of information in the blog on the Hammer website and a lot of well-informed discussion in the Hammer section of Roobarb's Forum. Am using phone so can't give links but they're easily Googled.

Should have my copy of this on Monday and am very excited. Have read plenty of good and reliable reviews. The Cathode Ray Tube blog has an excellent review with plenty of detail on the film, it's place in cinema history, and the merits of the BD.
