Question Is the HP Gen8 the best option for my requirements?

i would like a home server which will be connected to a gigabit switch in the loft (router downstairs) to do the following:
1) store home media (movies/pix/songs) and share over wifi and wired network (Xbox and smart TVs have wired Ethernet connections)
2) be the backup for my pc and time machine for the MacBook
3) be the place where movies/TV shows are downloaded to.
4) if possible, transcode mkv files for the TVs which seems to struggle with them.
5) needs to be quiet and efficient being in the loft

Granted I'm cutting it fine with the cash back offer, but at £110 is the HP proliant Gen8 my best option?
I'd be looking to add one or more he'd in there and assume I'm using an open source os like xpenology or freenas? ( that's about the sum total of my knowledge!!)

I currently share everything via simple shares from my pic.
