My iOS devices can't send iMessages to my wife's phone. Everyone else works, it used to work, and I've changed phone at least twice. Is there any way to fix this?

Settings > messages > send and receive. You should have a phone number ticked else it will only send to the email

Yeah that looks ok. Like I said I can send and receive I message, just not with one particular number

    Turn iMessage off
    Hold both buttons to reboot
    Turn iMessage back on

Try that, fixes most iMessage bugs

Personally i'd be inclined to look at the phone your wife has as well....if you can send iMessages to other people on your phone it suggests iMessage on your phone is ok. Could be worth resetting iMessage on her phone as well.

    I turned iMessage off
    I rebooted the phone
I noticed iMessage had reset itself to On
I tried this twice, same result

The problem is with your wife's phone, so go through the same methods above to check.
