I'm in the market for a new 32" widescreen.

Any recommendations?

I'm not too bothered about it being 100Hz...seems to cause problems as opposed to guarantee picture quality.

Are componet inputs and PAL progressive essential? Or are these 'cost' extras which I can dispense with?

This set will be for visual purposes only, so I would prefer not to pay for on-board surround sound and speakers which will never get used.

Finally...should I go for a set with digital tuner, or just stick with a STB?

I wouldnt go for a set with a built in tuner, thats just extra money as it sounds like you've already got an STB.

I've just taken delivery of a new Toshiba 32ZP38B and it's lovely, component in and Prog Scan. Just having some teething problems with my HTPC atm

Built in digital tuners are nice - better PQ than external ones, and easier to use.
