HTPC For 4k HDR10/Dolby Vision

Hi to everyone,
I have just buyed a new LG 65c7v Oled.
Before this purchase I had a full HD TV and my HTPC was fine with kodi.... Now I connect my HTPC to my new 4k TV and the problem begins...
First of all The black is dark gray.. For example the two black upper and lower stripes are gray! If I put my movie in an axternal HDD and I plug it directly in the TV USB all works fine... The black is black but when I play the same movie through my HTPC connected via HDMI to my TV the black is gray.
Second thing, I can't play H265 but that is because I have an Intel i5 and an old graphic card and I don't have any hardware decoding.

My HTPC is about 8 years old.... with a cheap ATI graphic card.

Now my question is: if I buy an nVidia GTX 1050TI 4gb..... I will solve all my problems?
I have read that this Graphic card have HDMI 2.0a that I think is necessary for HDR10. And I think it will have the hardware acceleration for H265 I'm right?

And than what software I have to use for my purpose? Because I have readed that Kodi doesn't support HDR.
