Some amplifiers I come across on eBay have an input labelled ‘phono’, but I know that sometimes it isn’t a true phono stage and therefore still needs a preamp to go with it. Is there anyway of telling if it’s true or not?

Apart from doing a search on Google or indeed contacting the customer service department of the manufacturer you would be taking the seller at their world. It is a fair assumption that the amp would have a phono unit if labelled as such, otherwise it would be a simple line-in connection needing a pre-amped TT.
