do you still have your operating system disc ?
if so, you need to enter the bios & set the machine to boot from your rom drive. place the OS disc into the rom, boot up the PC & choose to delete the partition & install your OS.
once it's done, you'll have a fresh install of your chosen OS & an otherwise clean hard drive

If you want to wipe it completly then your better of using a program like dban as the windows one is rubbish and if someone really wanted to they could get data back of it, if using dban use rcmp setting its what the american government and the canadian mounty police use to wipe their hard discs and its free http://dban.sourceforge.net/ , you will need a windows disc to install windows again.

If you boot from the dban disc it will completly wipe the hard drive so there in no operating system on it and as far as I know this is the only way to guarentee that none of your data will be left on the disc, they will then be able to boot from the cd/dvd drive and install the operating system if they have a proper windows or linux disc.
