HAve you ever seen a spec saying this or based on your personal experience how fast he LCD should be to fulfill the TV requirements?
Do these 12ms, 16 ms ... make any sense for TV?

Since standard TV has a refresh rate of 50 Hertz, ie 20 ms per cycle then as long as the refresh rate is higher than this, to my mind there shouldn't be a problem.

Agreed - certainly 16ms and 12ms should be fast enough. It's what the panel is being fed that makes more difference. The higher the "bitrate" the better. Most decent DVDs have a higher average bitrate than Sky, so they come out looking better.
