How do I format to FAT32?

I have bought an external hard drive to back up my files on my PS3 but the PS3 won't recognise that there is something connected. I understand this is because it is not formatted to FAT32 but when I try to download the FAT32 formatter the file won't open or cannot be found on my computer. I have Windows Vista on my laptop and it's a Seagate 500GB external hard drive if that helps.

I'm not much of a computer lover and don't have a lot of patience for this sort of thing so an easy solution would be best but any replys would be helpful, thanks
