How wide is your racking under the stairs in total? Your challenge here is going to be your centre speaker i.e. where to mount it or where to place it.
The 3050i would be too big for this space anyway - you need separation from your from Left / Centre / Right to help the sound lock onto the scene. Too close and the sound all becomes uninteresting.
Is there scope for wall mounting speakers left and right of the TV? i.e. can the TV shuffle to the left a little bit?
You may get away with some on-wall left / right speakers, on-wall surrounds (behind the TV) but trying to house the centre channel is I think the big one. You can get wall mounted centre channel speakers too. The Monitor Audio Apex A40 would be very good as a L/C/R setup with some movement of the TV:
Centre or Surround channel speaker which can be used vertically or horizontally, freestanding or wall mounted. Combines the best of Monitor Audio technology in a stylish, compact and rigid die-cast alloy cabinet. The supremely versatile A40 can be used vertically or horizontally to provide...

The Apex A10 satellites for rear surrounds being front ported would also work well. They can go in the corners firing down at you, at the side firing towards you or on the wall behind (less effective in their case).

You should be able to fit an amp in with your budget and the above.
You'd need to consider a subwoofer too but your budget would start to get tight with that.
There are smaller floor standing speakers such as the Monitor Audio Bronze 200. It's the right side of the TV that's your challenge though it wouldn't be impossible.
If you can get some dimensions of your racking space, and answer if the TV can shuffle left a little to be central to the wall, that'd be a big help

Thanks for your reply. I wasn't going to keep the under the stairs setup. I was going to get a rack that sits under the TV and place the centre on the top of that then the floorstading speakers were going to go where the white air con and pick bird is with the TV moved to the left a little to make it central. So you say the 3050i would be to big. Does that mean to day say any floorstanding won't work like that. I just thought it would have better sound than a bookshelf speaker. How much separation would be the min I could get away with and I will dig out a tape measure. Wall mounting the left and right was one of my options before I thought about floorstanding speakers and like you said l, moving the TV to the left slightly. The look that i have although I understand Is more for illustration purposes looks the same as what I would like to achieve and seems the same kind of distance.
