Help - Need a solution to cover fuse board and boiler pipes in cinema conversion?

So I’m converting my double garage into a home cinema. Sound proof method I will be creating a room within a room on a timber wall stud frame and timber ceiling. Something like this


In this room I have two potential weak spots (not including the door). A fuse box and pipes from an internal boiler that’s the other side of the wall.
I need access to these and I’m a little stumped on how to achieve this? My carpenter has suggested a framed hatch around the fuse board that can just pull out - but how do I sound proof on top of the hatch? As for the pipes I’m stumped?
I haven’t built the stud frame yet. Anybody have any tips?
