Video_TS folder is what will contain your .VOB (Video Object files)
Audio_TS folder is for DVD-Audio discs so won't concern you. To create your VOB files (Which contain your MPEG-2 video & your audio) you will need a DVD authoring program.

Nero is essentially a burning program & I don't use it so I can't even tell you if it has any basic encoding or authoring capabilities.

Well a quick look at their website shows you can buy a plugin MPEG encoder to encode your video for SVCD (not DVD Resolution MPEG) , mentions nothing about authoring.
