Both formats are encoded at 1080/24p.
How this is decoded and subsequently sent to your display is dependent on the player.

does anyone know how it is decoded on the basic toshiba player hd-1

The basic output supported by all HD DVD players is 1080i/60. The original progressive 1920x1080/24 frame is split into two fields for transmission to the display and then deinterlaced back to a progressive frame. Each whole frame is repeated in a 3:2 cycle allowing 24 frames to fit into 60 cycles i.e. 60hz.

It possible to reconstruct 1080p/24 from 1080i/60 using a good quaility video processor.

You should be OK if you buy a player that will support 24p. i.e. the EX1

I've seen judder on both the E1 and the XE1 but there's a firmware update for the XE1 to make it 24fps. Wait and see how well this works.

Avi, will i see any judder if i buy a pioneer 428xd ?

The 428XD will deinterlace the 1080i60 signal to 1080p24, which is then displayed as 768p72 so you shouldn't get any judder. :)

Do you know it works properly?, because you can't take 1080i60 and convert to 72Hz and simply expect judder free video. You need aditional processing to ensure the 3:3 sequence is kept. (Genlock feature on Lumagens)
