Harmony 555 sending two inputs for every button press on wlt66

*edit* fixed with the troubleshooter, and option 'tv not receiving every command correctly'.

Hi folks, I have a toshiba 42 wlt66 and the 555.
The problem I have is on the TV's setup menu - when adjusting the picture or sound settings etc.
Every time I press a direction arrow key to move up or down the menu, it moves the cursor two steps instead of one.
The odd thing is, when moving around in the TV's EPG menu (to select the channel and programs etc) it works fine.

Have tried changing the delays but not getting anywhere, and as i'm only pressing a button once, am not sure how this would help anyway.

Any ideas?
