Is it possible to record a program to the hard disc and then just to copy a small part of it to a blank disc?
I was thinking of something like Top Of The Pops where I would record the whole show and then just record/copy the better bits to a dvd,is this possible?

As PhilipL says it is indeed possible. You can record a programme on the HDD and edit out bits you don't want. You can also divide a recorded programme into two which means (when recording music for example) you can have a seperate title for each song. You can then burn to a DVD-R (re-encoding if you wish to fit as much or as little on the disk as you want) which will then play in the vast majority of DVD players!
