I've seen this a number of times where the cards/vouchers have bidding above the face value as below, normally in addition to the postage

Amazon Gift Card £25 | eBay

I struggle to get my head around this, am I missing something?

Only thing that comes to mind is if someone has lots of Paypal credit lying around and wants to effectively 'convert' it to Amazon credit.

It happens with other cards JL for example.

Can they not just withdraw the balance?

Had a quick google and vast majority say it is linked to credit card fraud/money laundering.
ie use stolen credit card to buy up gift cards - end up with gift cards you can sell on and untraceable.

Or even use stolen credit card to buy legit gift cards, then list and buy these gift cards at higher price yourself, so you end up with the money from buying and selling.

    Now that makes sense

Surely ebay etc should be able to control these sales

Only enforced superficially. Turn a blind eye as all they really care about is getting paid their commission in the transactions.
Also why there are so many scammers on ebay.
