Functionalities of PC-DVD/TV cable?

The Belkin leads you linked to are just bog standard video & stereo sound leads. As long as your PC has a TV output then yes you will be able to watch or listen to any media files stored on the PC or play a DVD/CD from the PC drives.
You will not be able to capture TV etc unless you already have a capture card on the PC. If you do then the lead will be able to send the signals to the PC (might need a different scart adapter as scart is directional).
