Full Screen On Tablet ?

Hello All, I have recently bought a tablet (cheap Chinese) and a set top box they are running Android
4.1 and 4.2 When streaming TV I don't get the four little arrows to go to full screen (I get these on my Galaxy 2 smartphone) does anyone know why they are missing?

It should be implemented somewhere as it's the same software that runs both. Is it an app which is doing it or the internet browser?
