I'm looking at buying a neutral density filter to allow me to take long exposure shots in daylight.

Will an NDx8 filter typically allow me to get, for example, a well exposed 10s shot on a sunny day with say an ISO 100 and an aperture of f/11 or smaller?

I know precisely sod all about this subject so forgive me if I'm asking idiotic questions
