    What exactly is this and is it of any use if my output is to a CRT TV ??

    what do you use to connect to your TV? I use component into my toshiba 36" and can see a noticeable imporvement in PQ. if your using svideo or composite I'm not sure it'll be worth the hassle.

    You're probably right, certainly with regards to composite and generally not unless scaling is an important part in the processing chain.
