Do all DVD recorders (with or without HDD) have fans?
I cannot answer for all models but I have two, the Panny E30 and JVC DRMV-1 (VCR/DVD Combi). Both have fans but whereas the E30 fan never comes on (that I have noticed) the JVC's fan is always on if you use the DVD recorder side. This noise is only noticeable during quiet passages on the TV but is there all the time which I dont understand as the Panny does not obviously need a fan going?
With DVD recorders with HDD I believe they all have fans.

So are DVD recorders without hard drives quieter? in that case can anyone say which is the quietest model on the market.
Generally speaking yes - with non-HDD models you get spin up noise and that's about it (depending on the model of course).
I've got an E85 and only notice the fan when dubbing onto DVD-R. Other than that it's pretty much silent
