Can you unlock a phone outisde of the originating country?
I have an iPhone 4S on Fido Canada, I have the Fido SIM inserted but it is registered on a UK network as I am in the UK now.
I rang Fido and they said the unlock would not work unless I was in Canada.
Since the unlock is done by Apple via their iTunes servers then the unlock will work so long as you are able to connect the iPhone to iTunes desktop on a computer, log-in to your iTunes account and Fido have instructed Apple to provide the unlock.
You should see this message on iTunes once the unlock has gone through:
You will then be able to use any networks SIM in your iPhone.
