Please someone give me advice on the relative merits of VGA to RGBHV and DVI to RGBHV in terms of perceived image quality.

The display device is a Barco 801s Data.

Is there a real benefit in going DVI via a Digital connection box with RGBHV out for viewing DVDs played on a PC and HDTV from Euro1080 (the decoder has both DVI & RGBHV outputs). Is the extra cost justified?

Your display is analogue RGB. All you are doing is changing where the digital to analogue conversion is taking place, from your pc and euro box to an external transcoder. You need someone who has the same set up to tell you if there's a difference I guess. If the transcoding is done correctly there shouldn't be any visible difference I'd think
