Is a display with a DVI input that is billed as 'PC only' the same thing as any other display that's DVI without HDCP compatibility?

I've bought a Samsung HD950 because my DVI connection doesn't have HDCP compliance and I've applied the region hack, but the DVI input on my Philips 26PF9956 is having none of it. For kicks, I tried it on my PC's LCD monitor and it said "Input Signal Out of Range."

The region free hack on the HD950 is supposed to disable HDCP completely. I'm wondering if that has perhaps not happened here, or if I'm just S.O.L. with this Philips TV.
