DVD or TFT problem

My GF's uncle has just bought a second hand Celica which contains a CD/DVD player (made by PYLE I think!!??) and a pull out TFT monitor.
The DVD is said to be multi region but when he plays a PAL disc, the picture just rolls. With NTSC it is fine.
The DVD is set to auto (it has auto, pal or ntsc)
Now the monitor is Japanese I think and the only readable English in the manual states NTSC.
Is this happeneing because the monitor wont accept a PAL signal??
If so can he get a convertor or something or will he have to stick to Region 1 DVDs?

It's a common problem to all portable DVD with TFT monitor .It is caused by the decoder IC,not TFT LCD itself. However,if software is ajusted well,roll is too slight to find.It is still all regional.
