The only one I know of at the moment is the Toshiba DR-1 as it supports PAL/NTSC Progressive scan.
The Jvc DR-M1 supports component out and pal ntsc prog scan.
Sampo DVE-R3 will support same as JVC when it gets released (yes, Ironduke - return of the killer toasters )

We do have a good discount deal going with CTW Direct on Sampo's portable player, the DVE-P1 (this was at CTW's initiation, not anything we did - nothing in it for us at '450 financially) - nice bit of kit that is well worth the £312 they are charging
If you have SCART RGB out on a DVR you could always add in a JS Technology RGB2YUV converter.
Sony RDR-GX3 has component out.
But you can't use it if you're using RGB in to record from.
The Yamaha DRX-1 has (according to the manual) component out with Faroudja DCDi prog scan and also has component input.
