Digital TV - PAL & NTSC

Hi everyone,
I really hope you can help me clear up some confusion.

I currently have a CRT tv albeit a good one, but Im thinking its time to upgrade.
I also plan on upgrading my 6 year old DVD player to BluRay and hacking the BluRay to play region 2 DVDs.

Question: Can a digital HD TV (purchased in North America) play back a DVD encoded in PAL ?

Something of interest: I configured my pc's dvd player to play region 2 DVD, and they play just great on my analog monitor - is this because the software (VLC) ?

Bottom line: I want to watch PAL Region 2 DVDs on a TV purchased in North America.

Very few north american TVs support PAL or 50 Hz.
Many European TVs support both PAL/NTSC and 50/60 Hz.
