Dell outlet - So long for delivery!

Can anyone explain why a desktop PC from the Dell outlet store would take so long to deliver?

Ordered mine 10th July, origional delivery date 17th now got an email saying its 20th,

I thought the computers in the outlet store were returns/referbished? Should it not be the case that the just need to deliver them?

I asked Dell the same question this is their reply

"Thank you for contacting Dell Customer Care. This query is under Service Request no. ********

I apologize if you feel that your order is taking so long before it's delivered. Yes, the system is built already. But it does go through quality checks and testing. It is also coming from a different location. But rest assure that we are doing our best to ship this to you as soon as possible.

Please let me know if you have other questions about this order. I'll also track this order until it gets delivered.

I don't think they start checking them/refurbishing them until after you order it - a couple of times they've cancelled my order because it failed their checks and they couldn't fix it.
