the decoder will decode the digital signal and output it as individula channels. For the most part i consider them built in being pointlesss since almost all modern amps have the decoders.

As i'm new to this i'm having to start from scratch, so i've purchased a new tv so next is the dvd but the amp will have to wait for a while possibly so would this effect my viewing/sound with just a tv + dvd ?

If you have no amp, i imagine that the lack of a digital decoder will be of no significance unless your tv does dolby digital..... which i believe is very rare.

Some DVD players include them because they need 5.1 for DVD-Audio/SACD decoding anyway (no digital out for these babies :( ). So it is fairly trivial to throw in DD and/or DTS as well.
