Is it true that all cars next year should have daytime running lights? If so when are they to be phased in?

In September 2008 the European Commission adopted a proposal for a Directive that will introduce dedicated daytime running light (DRL) on all new types of passenger cars and small delivery vans from February 2011 onwards. Trucks and buses will follow from August 2012 onwards.

A huge amount of new cars have them as standard already.

They've been compulsory in Sweden for years.

Yes.
The law states they must be low energy, so most/all will be LED.
Apart from DRLs, LED headlights will start to become the norm in future.
They free designers from the constraints of normal headlights, so they're particularly excited about them.
