Day insurance in order to tax a car, does this have to be in new owners name?

On another aspect of car tax and insurance - I run two cars. One is my daily car - going to and from work 50 miles weekly. The other is very rarely used at about once fortnightly totaling 10 miles if any. As I rarely use the 2nd car is there any reduced road tax (or insurance) available I could perhaps make use of.

Theres no reduced tax but you could possibly insure both cars on a multicar policy to reduce that cost a bit. I'm in a similar situation but none of the multicar providers will insure the Subaru unfortunately (possibly because its an import? I'm not really sure).
