Connect computer to TV via hdmi

I would like to connect my mac mini to a Samsung The frame 32" 4k TV. I am able to connect it via hdmi no problem, but the max resolution available to me is 1080p. I have tried a few hdmi cables and also a usb-c-to-hdmi cable.

Not sure where to go next
