Cheapest compact system

Looking for a small PC that will be able to run office applications but also flash videos (youtube etc) without missing frames. What is the cheapest platform at the moment that can handle this type of tasks? Looking at Revo's and Intel IdeaCentre systems but could try and build one with 2nd hand components.
Is a budget of £60 unreasonable (got a disk and memory to use)?

What resolutions of flash video are you after? 1920x1080 youtube videos are a lot more demanding than standard 640x480.
 
You need something with video decoding supported by Flash (H.264) or HTML5 (VP8) which is what Youtube uses when either of those are active.

Something like this should do. Alternatively something with an AMD CPU/GPU combo might be a safer buy as they tend to have better video decoding than the bottom of the barrel Intel chips.
