CEX refund issue

I returned an item at CEX almost a month ago. As I didn't receive a refund within the expected 1 week I contacted their customer service and was asked to be patient as due to the high volume of packages recently there have been slight delays in processing returned orders. I was reassured that within 14 days i would receive the refund. Obviously nothing happened and i have repeatedly contacted them and was reassured that my request for a refund has been prioritised. Obviously the prioritisation doesn't work very well.
My question is - is it about time to escalate to the ombudsman or my credit card issuer?
