Can I connect a PC to a Ethernet device wirelessly?
Caveats; the software I need to use will look for the device directly connected to the PC Ethernet port. I'm sure it's still network protocol.

Normally software that requires network connectivity does not know whether this is over wired or wifi networks as the PC itself manages the networking connections, not the software. Homeplugs and wifi Ethernet bridges will give you a wired Ethernet connection if you are certain you have to have a wired connection.

I can't use home plugs the device is battery powered and no sockets available

In that case neither Homeplugs or wifi bridges are suitable as they need power to operate at the receiving end. Is wifi available at the location you are trying to reach and what device are you using that needs the connection?

You could use something like the TP-Link TL-WR702N in WiFi Adapter (Game Adapter) mode, it's powered via a micro-USB port, so you could use one of the many phone/tablet USB battery packs available (or the client device itself if it has a USB port that could supply power).

Here's a suitable USB power pack.
