Can't log in to apple id...

My iPhone was recently stolen so I took out a new contract. When trying to set up my new phone I cannot log in to my apple id due to the two-factor authentication. I have been sent a text message with a verification code, but I don't have my old phone. I also got a verification code emailed to me but when I try to log in to get the verification code, it's asking for the verification code that has been emailed to me. It also won't let me use another phone number to have a code sent to me. It just reverts back to the emailing of a verification code. Any ideas? Thanks

When reporting your phone stolen to the network, they will have sent you a new SIM with the same number attached. If you put this in the phone you’ll be able to receive the verification messages.
(As a side note , you didn’t need to take out a new contract. You could have put the replacement SIM in a new SIM free phone)
