Can you set up your own high speed network?

Hi,
After recently moving house to a new build estate, we found out that our exchange is 8 miles away and the best we can get is speeds of about 1MB/s. We and most of the people in the estate have complained to the builders and BT (we were only told after me moved) and they say nothing can be done. Reading a recent article on the BBC teletext (under their tech news) they say that lots of people are setting up their own networks from as little as 30 houses. Does anyone know how they do this and what sort of costs are involved and, more improtantly, what sort of speeds?
